Certainly, there are many ignored and forgotten paragraphs in Ely’s Land Use and Comprehensive Plan. One can debate whether this has been intentional or not. Who is served — or not served — when these paragraphs are ignored and forgotten? Follow the money. Who suffers? Who profits?
