It was sworn between two people, the obliged person (<em><a title=\"Vassal\" href=\"http:\/\/en.wikipedia.org\/wiki\/Vassal\">vassal<\/a><\/em>) and a person of rank (<em>liege\u00a0<a title=\"Lord\" href=\"http:\/\/en.wikipedia.org\/wiki\/Lord\">lord<\/a><\/em>).<\/p>\n<p>In a meeting intended for business so urgent that it cannot be delayed till the next meeting on January 8th, St. Louis County Commissioners passed a resolution that weighs in on an issue that has been highly controversial to citizens in St. Louis County, Minnesota and indeed the entire nation for more than 30 years.
