Link: \u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/www.ely.mn.us\/vertical\/sites\/%7B487F0A5E-BE52-4CAD-977F-7436EDEE4F85%7D\/uploads\/2023-12-05_Truth_in_Taxation_Public_Hearing_Pkt.pdf\" target=\"_blank\">Truth in Taxation packet.<\/a>\u00a0Council will probably convene its meeting, pause for Truth in Taxation, and then continue with the regular Council meeting.<\/p>\n\n\n\n<h2>Most important: Posting of openings for Commissioners whose terms expire the end of January<\/h2>\n\n\n\n<p class=\"has-small-font-size\">This is Item #13,\u00a0 New Business C:\u00a0<em>Advertise for Open Committee Seats that the term limits will be expiring or coming due in January 31, 2024.\u00a0\u00a0<\/em>1)\u00a0 Did you know there were term limits?\u00a0 Do people continually stay on the Commission(s) until some maximum limit?\u00a0 Where is that posted on the official\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/www.ely.mn.us\/boards\" target=\"_blank\">Commission websites<\/a>, ordinances, or City Charter?\u00a0\u00a02) Why didn\u2019t City Hall provide a list of those upcoming open (?)\u00a0 positions, sorted by Commission, Committee or Board?\u00a0 Why does Council \u2013 or the public \u2013 have to search page-by-page, print or write out and then figure who reached their term limit, etc.?\u00a03) <mark><mark style=\"background-color:#7bdcb5\" class=\"has-inline-color\">Will Council request, indeed demand, an open and fair process to fill those open (??) positions? What are the qualifications, the real ones and not the political ones?\u00a0 Do we really need \u201cexperts\u201d and lobbyists or people who think systemically and in the interest of Us the People?<\/mark><\/mark>4) Will Council address City Hall\u2019s proactive (politely phrased) seeking of a replacement of Commissioner Caruso on Planning and Zoning?\u00a0 Review Part C of the citizens\u2019 recording of P&amp;Z meeting on Nov. 15th.\u00a0Part C =\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/youtu.be\/bZLWQTG4xA4\" target=\"_blank\">https:\/\/youtu.be\/bZLWQTG4xA4<\/a>\u00a0Includes discussions after P&amp;Z meeting was adjourned<\/p>\n\n\n\n<p class=\"has-small-font-size\"><mark style=\"background-color:#f78da7\" class=\"has-inline-color\"><br><\/mark><mark><mark style=\"background-color:#f78da7\" class=\"has-inline-color\">P&amp;Z Nov. 15 minutes \u2013 Is all this \u2013 more length and details \u2013 essential?\u00a0\u00a0<\/mark><\/mark>If you have time, compare pages 16-19 in the packet with YouTube recordings listed below.\u00a0\u00a0\u00a0\u00a0Especially look at 5:23+ time marker on Part A when Council Member Angela Campbell reports. What did she say the citizen requested from Council on Nov 7th?\u00a0<strong>Codes of ethics, standards of conduct, conflict of interest and (finally) open meeting policies.<\/strong>\u00a0<mark><mark style=\"background-color:#f78da7\" class=\"has-inline-color\"> The P&amp;Z meetings only mention open meeting laws.\u00a0 Why didn\u2019t ethics, standards and conflicts make it to the minutes?\u00a0 Why filter or cleanse from the record?\u00a0 <\/mark><\/mark>This is why meetings need to be recorded and made public.\u00a0 Some individuals within City Hall, Council and Commissions want discussions about ethics, standards of behavior to go away.\u00a0<\/p>\n\n\n\n<p class=\"has-small-font-size\"><br><strong>Well Being Development is presenting <\/strong>on Tuesday\u00a0\u2013 see pages 3-15 in the Council packet for their power point presentation in the Council packet.\u00a0<\/p>\n\n\n\n<p class=\"has-small-font-size\"><strong><br>Minutes \u2013 Telecommunications Advisory Board (RAB)&nbsp; &nbsp;vs&nbsp; &nbsp;Park &amp; Rec&nbsp;See TAB minutes <\/strong>for Nov 30th (page 22 in the packet).&nbsp; It would be nice if Park &amp; Recreation minutes could be typed up, reviewed and approved by the Park &amp; Rec Commissioners so expeditiously (one day turnaround).&nbsp; As it is now, it takes about 2 months for Park &amp; Rec\u2019s official minutes to get posted publicly in the Council Packet.
